This thesis examines land dynamics in Sébikotane within the context of the accelerated metropolitan expansion of the Dakar region. Through an approach that combines land-tenure history, field investigations, institutional analysis and geomatics tools, the research highlights the tensions between customary logics, administrative practices and urban development operations.

The study reveals how land subdivisions, family-based parcelling, restructuring processes, and major infrastructure projects such as the Regional Express Train (TER) profoundly reshape the local landscape. These transformations generate various types of conflicts, including numbering inconsistencies, overlapping rights, risks of dispossession, and increased socio-spatial fragmentation.

This work also shows that the State, municipalities, and local actors produce a plural, and at times contradictory, land governance system in which formal law, customary practices, and strategic actor behaviours intersect and compete. By analysing Sébikotane’s historical trajectories, current transformations, and regulatory challenges, the thesis offers a comprehensive understanding of the urban production of a peri-urban territory at the heart of ongoing metropolitan reconfigurations.
