This thesis analyzes the popular vote on June 9, 2024, in La Chaux-de-Fonds, which massively rejected the modification of the parking policy and the parking regulations. Through this case, it explores the tensions between the political will to transition to sustainable mobility and the persistent dependence on the automobile. Drawing on the theory of paths of dependence and urban power, the work examines the institutional, social, and political factors that hinder innovation in mobility. The study employs a methodology that combines semi-structured interviews with local stakeholders and document analysis. It highlights the weaknesses of local governance, particularly in mobilizing key resources such as time, political support, or expertise. Finally, she presents parking regulation as a revealing example of the inertia and conflicts of interest at work in local urban policies, and questions the conditions for a possible change in trajectory.
