Glacier retreat is one of the most iconic and rapid consequences of anthropogenic climate change. As societies face and anticipate its impacts on drinking water, irrigation, hydropower, agriculture, and recreation, strategies are emerging to govern a future without glaciers. In Switzerland, like in other mountainous regions, the focus of research, public debates, and policy responses has largely been on managing the negative effects of glacier retreat. However, proposals to capitalize on this phenomenon, particularly for hydropower production in deglaciating areas, have also emerged. Drawing on qualitative document analysis, interviews, and field observations, this dissertation analyzes the scientific, industrial, and political processes shaping the governance of glacier retreat in Switzerland. It examines how experts, industries, interest groups, public administrations, and governments engage with the formation of deglaciating areas. By doing so, the study highlights the contested nature of planning for a post-glacial future and the power dynamics that determine why some interventions come to be seen as legitimate and necessary, while others are sidelined or ignored by public authorities.
