Globally Noncommunicable diseases (NCDs) are responsible for 74% of all deaths. Topic of this thesis is on Global guidelines to control NCDs and their influence in strengthening primary health care (PHC) system in Kyrgyzstan. Thesis aims to study the results of WHO’ Package of Essential Noncommunicable Disease Interventions (PEN protocol) implementation in Kyrgyzstan by analysing its influence to strengthen PHC system and to improve healthy behaviours of the population by conducting three studies. In conclusion, development of strong PHC system is not adequately prioritised in the CIS countries. To ensure effectiveness of global strategies, Governments should adapt them to country context and develop clear implementation plan. PEN protocol helped PHC workers in Kyrgyzstan effectively manage NCDs by successfully encouraging population to engage in healthy behaviour and detecting NCDs early. Thus, countries with limited resources should consider adopting this efficient instrument at reasonable cost to improve their ability to manage NCDs.
