Language policies in Scotland and Wales: similarities and differences from a policy-to-outcome perspective

Abstract

In recent years, various governments around the world have taken action to support and revitalise the minority languages spoken on their territory. This research paper describes and analyses the mechanisms put in place by the Governments of Scotland and Wales to protect their Scottish Gaelic and Welsh languages from a policy-to-outcome path perspective. After an introduction to the history of the two languages and the processes that led to their minoritisation, a description is provided of the respective language legislation and of the most important language policy efforts undertaken. After that, a comparison is made based on the policy-to-outcome path framework to identify the similarities and differences between the two approaches. Although the similarities are numerous, the Welsh mechanism appears to be generally richer and have a clearer long-term objective.
