This research paper describes and analyses the mechanisms put in place by the Governments of Scotland and Wales to protect their Scottish Gaelic and Welsh languages from a policy-to-outcome path perspective. After an introduction to the history of the two languages and the processes that led to their minoritisation, a description is provided of the respective language legislation and of the most important language policy efforts undertaken. After that, a comparison is made based on the policy-to-outcome path framework to identify the similarities and differences between the two approaches. Although the similarities are numerous, the Welsh mechanism appears to be generally richer and have a clearer long-term objective.
