According to this paper, Isaiah 2,2-5 was written in the context of the late editorial layers of the large book of Isaiah. Later this oracle was reused and reworked by the editors of Micah 4 to 5. The editorial supplement of Mi 4,4-5 seeks to correct the eschatology of Is 2,2-5 seen as too optimistic concerning the possibility for the foreign nations to have peaceful relationships with Israel as well as to participate to the cult of Yahweh.
