Abstract

The thesis aims to explore the potential of small scale public green spaces based on Low Impact Development (LID) facility provides an alternative solution to address urban flooding instead of traditional grey infrastructure. Urban flooding due to rapid urban growth and irregular heavy rainfall during wet season creates the need to decrease urban impermeability in Dakar, Senegal. Community-led youth mobilization serves as a catalyst to implement LID-based small scale public green space. This bottom-up model pursues grassroot and community-led action to mitigate climate change impact with a sustainable and long-term perspective

This study applies geospatial analysis to identify an ideal location to implement the LID-based small scale public green spaces. The data indicated the Ngor district of Dakar as the primary study area. The Ngor district faces urban flooding during wet season. Disparity of wealth between neighborhoods, unregulated urban expansion and insufficient drainage systems accelerate the impact of urban flooding and accessibility to current green spaces. The field survey in this study proposes feasible locations to implement small scale public green spaces such as vacant land, sidewalks, and streets in the residential area. The survey for youth population in the research area analyzed the perception of urban flooding in the Ngor district. The survey also represented the willingness of residents to engage in climate action to address urban flooding.

The geospatial analysis and local opinion interpreted by survey identified flood reduction models, such as tree box filters, vegetated swales, planter box or bioretention. These LID facilities to create small scale public green spaces are practical to be applied in major roadsides as well as micro-public spaces in the study area. Integrating youth engagement for prevention of urban flooding provides socio-economic benefits at community-level, including vocation training and job creation for youth population. The study eventually expects that this sustainable climate adaptation through bottom-up approach is applicable to other neighborhoods in Dakar and cities in other countries as a model of participatory governance.
