This chapter treats the normative question of good government as an implication of the structural feature of public institutional action characterized by the interrelatedness of institutional roles. It explains why this structural feature of public institutional action matters normatively because it makes officeholders accountable to one another for the way they act in their institutional capacity. It thus pinpoints how public officeholders, in the exercise of their institutional functions, share the interrelated responsibility for the well functioning of their institution. The most important implication of this idea is that public officeholders, by engaging in practices of office accountability, contribute to specify (alongside and beyond statutory regulations) the normative principles that guide their interrelated action in ways that are capable of upholding (specifying, revising, correcting) the raison d’être of their institution. The chapter thus brings to light the hybrid source of public institutional normatively; canvased by institutional design and informed by some moral ideals brought into reflective consonance with the judgements of officeholders as they emerge from their reflective and discursive practices of office accountability.
