Abstract

This thesis explores the role of digital transition in land governance in Ghana. To do so, it relies on the concept of a Land Information System and its impact on spatial planning. Through the case study of Ghana and more specifically Accra, it presents the functioning of land governance marked by the dual legal system (customary and state law) and introduces digital land technologies. It examines the challenges related to land security, land disputes and unplanned urbanization. The central hypothesis posits that the digitalization of land procedures could address the limitations of traditional handwritten methods by enhancing transparency, the reliability of records and access to information. To achieve this, the study is based on a qualitative methodology combining literature review, public policy analysis, and semi-structured interviews conducted remotely. Three key technologies are examined: Bitland (private), GELIS (public), and GhanaPostGPS (geolocation service). The first two partly incorporate blockchain technology, while the latter facilitates addressing. The work highlights the potential of these technological innovations, whose contributions remain, for now, relatively theoretical in Ghana.
