The Toolkit of Public Ethics

Abstract

Practical philosophers within the analytic tradition have utilized methods such as conceptual analysis and thought experiments to articulate their theories in a clear and accessible way. However, these methods, while rigorous, have been critiqued as too concerned with abstraction and generalization to address the practical challenges faced by “real people” in specific societal and political contexts. Drawing on the innovative work of Elisabetta Galeotti, I argue for a “normative” turn in the methodology of practical philosophy, shifting from traditional conceptual analysis to “conceptual engineering.” Galeotti’s work on fundamental political concepts such as “toleration” and “respect” exemplifies this shift, highlighting the need for concepts to be not only analyzed but also improved normatively to enhance their practical relevance. Conceptual engineering acknowledges that concepts are embedded in contexts and must be adaptable to address concrete political and social phenomena. This methodology involves a reflective stance toward conceptual characterization, ensuring that concepts are engineered to better address the problems they are meant to solve. This approach is particularly important for public ethics, a problem-driven domain of practical philosophy requiring a similarly problem-driven methodology. Through examples from Galeotti’s work, I discuss how her methodological emphasis on practical relevance and contextualization provides valuable tools for addressing real societal challenges, such as those related to democracy, citizenship, and multiculturalism. By adopting conceptual engineering, public ethics can better guide the actions of real people facing real challenges within specific institutional settings.
