A new gambling law came into effect in Switzerland on January 1 2019, aiming to prevent addictive behaviours. Article 81 specifies that a specialist or a specialized service recognized by the canton should be involved in this exclusion lift procedure. The law delegated to each of the 26 cantons the authority to define the specialized interventions procedures of these lifting of exclusions. The aim of this study is to describe the intervention models associated with the lifting exclusions related to the implementation of the Gambling Act in the 7 Latin cantons (Fribourg, Genève, Jura, Neuchâtel, Valais, Vaud and Ticino). The study method involves identification and analysis of the framework documents issued by the cantons investigated under Art. 81 and the development of a semi-structured questionnaire for specialists associated with the lifting of exclusions. Interviews are then transcribed and analyzed using the Braun and Clarke method, which is a thematic analysis. The results reveal that two French-speaking cantons apply a clinical intervention model in indicated prevention, with no direct impact on the casino’s decision to lift the exclusion or not, while the other five cantons have an expertise-focused intervention model that includes providing advice to the casino. Variations are observed among the cantons, particularly with regard to information related to exclusion interviews and the sharing of information between casinos and specialists. In conclusion, the study identifies two different intervention models for lifting gambling exclusion, highlighting divergences and convergences existing between the cantons, and the need for further evaluation.
