Income inequality has remained an important issue in Mexican politics. In the past 20 years Mexico has experienced wide ranging political parties in government. Investigating the development of income distribution over the three most recent administrations, this paper asks which income groups to have benefited most from each administration and why. Using the framework of economic voting theory, this paper argues that each income group benefited the most from the party they tend to vote for. The first part of this paper’s analysis builds on the work of De Rosa, Flores, and Morgan (2024) by using a new data set to create Growth Incidence Curves to investigate the income changes over 14 years for every percentile of the Mexican population. After investigating income composition, the second part of this paper’s analysis investigates changes in economic and social policies possibly explaining the income changes. The results show that while in absolute household per-capita post-tax income change the bottom 50% benefited from PAN, analysis of changes in income as a share show that deciles 4 and 5 experienced the largest gains in shares during MORENA. In the middle 40% increases in post-tax household income were largest during PAN, and for decile 9 during PRI, while in shares it was during MORENA. Lastly, in the top 10% increases in post-tax household income were largest during PAN, while the largest increase in shares was during MORENA.
