Abstract

This study deals with governance and participation in the development of territorial planning tools in Togo, based on a case study of the commune of Tône 1, located in the Savanes region, in the northern part of the country.

After a brief description of the land-use planning context in Togo, the challenges and issues of planning were systematically analyzed in the context of decentralization processes. Modes of governance and participation were examined in the design of national and local planning tools such as the Schéma National d'Aménagement du Territoire (SNAT) and the Plan de Développement Communal (PDC).

In order to answer the central question: how can we rethink modes of governance and local participation in territorial planning in Togo? This research adopted a three-pronged approach combining documentary analysis, practical experience gained during the internship at Togo's Ministry of Planning and fieldwork (participation in participatory workshops, organization of individual interviews with stakeholders and focus groups with local populations).
