Transformative potential of strategic city plans to promote sustainability

Abstract

As the world is becoming rapidly urbanized, the growing population of cities is experiencing complex challenges in the social, economic, and environmental dimensions. In current sustainability research, the concept of transformation has been increasingly recognized when adopting solutions in urban systems. However, the methods used to trigger transformation in urban planning to promote sustainability remain unclear. This report is the result of my internship at the Millennium Institute, where I had the opportunity to lead a research project called the transformative potential of strategic city plans to promote sustainability. The report navigates on the concept of transformation towards urban sustainability, a concept which was defined for this study as fundamental changes -as opposed to steady or small changes- that lead to new patterns of interaction of various elements in the urban systems aimed to accelerate the progress of socioeconomic and environmental sustainability. Based on 16 case studies of cities part of the International Network of Michelin cities, I propose a framework that draws some basis on the transformative potential of their strategic city plans with the aim of identifying elements of systems interventions that enable conditions to change cities' activities and achieve sustainability targets. The purpose of this study, therefore, is to 1) analyze how strategic city plans address economic, social, and environmental challenges in their urban system while promoting sustainability and 2) demonstrate the transformative potential of strategic city plans by proposing a new form of assessment based on concepts of strategic planning, sustainability elements, and the leverage points. The findings of the study are significant since they present a new method of analyzing transformation in urban sustainability interventions.
