As universities seek to attract top talent, the need for a transformation of HR practices has become evident, a goal that requires a major shift in mindset and technological support. This transformation must be based on an interactive process between the various stakeholders, who are regularly informed and consulted. Following an audit carried out in 2019, the Internal Audit Service (SAI) of the State of Geneva invited the Rectorate and the Human Resources Division to put in place an HR policy in line with the University's strategic objectives, and to define the financial and human resources needed to implement it. The strategy proposed here aims to create a work environment that is imbued with the values of the University, to develop a strong institutional management culture based on the fundamental principles of work at the UNIGE, to shape and disseminate a similar body of good practices among its various units, and to support the development of talent and careers. The implementation of this strategy will have to rely on a digital transformation of the tools supporting HR processes, accompanied by a major change in HR practices. This proposal from the Rectorate is intended to be part of a consultation process involving the various University bodies, the heads of the Faculties and Interfaculty Centers, as well as staff representatives, so that their proposals and assessments can be heard, and so that each unit can play a leading role in this transformation. The HR Division will be responsible for implementing the resulting policies, in conjunction with the various University services.
