The use of matrix structure in epidemic management

Abstract

When managing epidemics, the World Health Organization (WHO) puts in place a temporary structure which is based on matrix management. In 2014 the WHO designed the Ebola response team in a cross-cutting manner, in the midst of significant external pressures from its environment impacting its funding scheme. This chapter analyses how the WHO has applied matrix management, and developed different steps to support its response. The chapter seeks to analyse the extent to which matrix management is suitable for emergency responses taking stock of the advantages and pitfalls identified in the literature.
