The Exclusion of Smallholders from Irrigation Projects and Policies in Southern Niger

Abstract

Niger has a large potential for irrigation developments, the exploitation of which can play an important role in terms of food security and poverty alleviation. The paper focuses on the exclusion of smallholders from past and current irrigation policies and projects. Low cost irrigation techniques make it possible for smallholders to develop irrigation providing they have access to appropriate financial services. However, prospects regarding the development of small-scale irrigation are very limited if not non-existent in the current context.
