Drawing on dialectical materialism as by Mao (1937) and Milanovic's theory of political capitalism, it analyses how the Communist Party of China navigates tensions between state control and market autonomy, economic growth and environmental protection. Through qualitative content analysis of key policy documents, including the 2014 Social Credit System Planning Outline, the 2015 Integrated Reform Plan, and subsequent Five-Year Plans, the research traces how the credit governance has evolved from an integrated vision to a more specialised implementation. The findings reveal that while the SCS continues to be used as a tool to monitor environmental behaviour, recent developments suggest a strategic shift. Environmental objectives are increasingly being pursued through specialised instruments, including green finance frameworks and carbon trading, while the SCS is being developed as a national infrastructure system for broader administrative and legal governance. Thus, understanding these developments and models offers crucial insights into authoritarian approaches to digital environmental governance that differ significantly from Western models, challenging simpleminded narratives of state control versus market freedom and revealing China's distinctive approach to balancing technological development with ecological imperatives under the doctrine of the Communist Party of China.
