However, literature on these cross-sectoral governance frameworks remains limited and has not been comprehensively reviewed. This scoping review aimed to determine the extent, nature, and distribution of existing research, synthesize findings, and identify gaps. Following the Arksey and O'Malley framework (2005) and PRISMA Extension for Scoping Reviews (2018), 21 eligible records were selected from various databases and analysed. Findings revealed that the available literature is predominantly descriptive and highly skewed toward high- and upper-middle-income countries. Content analysis identified four main themes: institutional structures; key actors; containment strategies; and enabling and hindering factors. The review concludes that successful Whole-of-Government and Whole-of-Society implementation requires continuous stakeholder collaboration and the adoption of context-specific, fit-for-purpose prevention and control measures. Future research must expand geographically and shift toward rigorous evaluative analyses rather than mere narrative descriptions.
