The digital divide paradox: Negative feedbacks and inequalities among nations

Abstract

In this paper firstly we propose a short assessment of the literature on digital divide and a theoretical approach to analyze in a new way the dynamics of inequalities. A first contribution will be in emphasizing negative feedbacks and dystopia far from a utopian vision of the information society. Then our main contribution will be to reveal what we call the digital divide paradox. An original treatment of data about telecommunications, health, education expenses and a comparison with the dynamics of gross domestic products per capita will confirm our hypothesis related to the paradox. We highlight the paradox by analyzing data concerning 60 to more than 100 countries for the period 1995-2010.
